The portrait does not show what the  U.S. Government intended. These paintings are based on before and after photographs, taken by the War Department near the end of the 19th century.  The intent was to document the great progress and the greatness of progress their "civilized" people brought to the Indians as they took their culture, their spirits, and their children away.
